• Identify county-wide youth needs and develop strategies to address those needs.
• Assist in effecting coordination among youth agencies to avoid duplication of services.
• Administer State Aid to programs serving youth.
• Serve as an information center to assist municipalities and agencies with applications for grants for youth programs.

• Identifying potential sources of funding for youth-related projects.
• Grant preparation.
• Planning and conducting community youth needs assessment.
• Youth program development.
• Preparing claims for submission to Office of Children and Family Services for reimbursement.
• Information and referral services for direct service provision for youth problems.
